I happen to find some random post on some random site that mentions downloading through the Microsoft Store App and it works for me. I just spent the last 2 hours looking for a fix going through all of the steps and nothing worked. I have 300MB to 500MB download based on how my ISP is feeling, yet Xbox usually downloads at 3MB/S to 10MB/s, Steam and Epic downloads at 40-60. I did a clean install of all of my drives and forgot what a nightmare downloading from the Xbox App was.
